That was until United Way had a super, fantastic idea! They would release...... 2 million balloons into the sky!!! What could go wrong?! They would do this, and it would gain them a spot in Guinness book of records, and naturally, this would entice tourists to come to Cleveland, and just all their troubles would be miles away
