"Various Operations Agency" (VOA) are in the conqured goblin village next to the Sindy River, south of Bon' Theris. They have just dug up a treasure chest that Lennie has forced the captured goblin he has named "Dave" to open. The chest is filled with silver coins. Dave the goblin is then executed.
