In his Inaugural Address at the Capitol in Washington, D.C., Truman describes the essential principles by which Americans live and contrasts those principles with the ideals of communism—which he refers to as the "false prophecy." The President also emphasizes four major courses of action in America's program for peace and freedom which he states will lead eventually to personal freedom and happiness for all mankind.
