Phillip Ingle had a troubled past and struggled with substance abuse disorder and mental health issues. But then in 1991, he terrorized a small North Carolina town by brutally murdering 4 of its elderly residents for seemingly no reason. Sadly, the ripple effect of Phillip’s actions lead to the deaths of 3 additional people. This is a tragic case of a system failing a very inherently disturbed individual.
