Neely had threatened to kill passengers while riding the New York subway when Penny stepped in and restrained him via a chokehold. Neely died shortly after. While speaking with Judge Jeanine Pirro, Penny said he would have never been able to live with himself if he hadn’t protected the people on the subway from Neely’s aggressions.
